SQL Connections Issue

Expert Programmer required to debug SQL Connections issue. The hosting company previously killed the SQL connections in order to restore the site, but they advise it can reopen again. I thought this problem was fix by the previous developer few months ago but it came back again this morning. Although it could be a plugin which is opening connections but not closing them. The maximum number of concurrent database connections we are allow on the cloud is 30. Advance knowledge of MySQL, CSS, Java Script, PHP skills is needed.
