C#.NET console application

This project require to develop a new C#.NET console application. It will be installed on a Windows server 2008 R2 with .NET Framework 4 and it will query on MSSQL database. This application will do operations on only 4 tables that I will give only to the freelancer selected. The logical of this application is explained in the flow chart attached. Anyway more details will be explained on starting job. It is very simple and it should have high performance. In production environment the database will be installed on a different server. so, take in mind also this information for improving performance.
