Add a web to lead form on force.com site

One thing I noticed is the minimum bid is too much for this. And this can be easily done in 200 pounds considering base level settings. Can you please provide further details about the assignment? I am ready to complete this free of cost on my dev org first and if you are satisfied you can award me the project and I can migrate same to your org. Cost will be more or less near to 200 pounds. But if there are any complications you will know before hand without paying anything upfront.
