SMS Text Messaging Application

Require an SMS application that can handle sending and receiving text messages. The developer will need to detail what hardware is required if any and we will supply a test environment. Needs to be able to send and receive normal SMS 160 character text messages to UK based mobile phones. The messages will be in a strict format and will need to be saved into a SQL Server 2000 database. The system will also need to poll the database every 60 seconds to determine if any messages need to be sent. System will have to determine if any messages failed to send. Would like the ability to charge people to send and receive messages through this application. I envisage this will require a partnership with a company like [[login to view URL]][1]. Developer will be responsible for detailing what relationships need to be set up and we will provide this. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Only requirement is the app must link to a SQL Server 2000 database and run on Windows 2000 Server
