Music Rating Script

Need a PHP/SQL Shoutcast script that will allow us to change the stream ip and port And grab all the songs and allow users to rate them 1-5 stars for the last 10 songs played. Also needs to display the average rating of each song. I need this done in a few days not a week or month. And please no $100 bids this project budget is $75.00.
