I can help you with your product. Do you have any constraints regarding size and parts to use? From the top of my head I can imagine a cheap Arduino solution with an infrared and a rf module. Cheap to produce, easy to make as a prototype. At the end you will get from me the schematics in eagle and gerber format, the centroid files and the microcontroller code.
