651 Volusion cart loading issues

My website is [login to view URL] and I have a programming issue. I have purchased the licensed version of Volusion's shopping cart version 4.0. I have had outside programmers working on the site and now there is a loading issue. When customers are on the homepage [login to view URL] and navigate to New York hats page, the page loads off-center and freezes. The category picture loads horizontally from the left and resolves off-center. The navigation menu load horizontally from the right and resolves off-center. The product images do not resolve to center position. If a customer clicks another link then comes back to new york hats page the page looks normal. The problem first appeared on the homepage. The programmer could not find the problem therefore he hardcoded the homepage. Subsequently the loading problem now appears on the 1st category page, New York hats. I have attached a screen shot. The problem only appears on the new york hats page and in IE. However, all the pages load horizontally (images coming in from the left and right) versus loading from the top to the bottom. I need to know what is causing this problem and I need it resolved.
