Cottage Rental website Specifications and Design Document only

We will be developing this Web site, but need help in the design stage to allow to submit it as a complete project. I need someone who can write an excellent design/concept, understand .NET, SQL, PHP, have experience in databases and website design. You will work with me on a scheduled daily basis by MSN to go over the design concepts and turn it into a proper project specification. There is no programming to do at all.
