I usually don't calculate my fee by the minute, it all depends on the quality of the video, and the topic (technical, or non technical). But I do understand the importance of figures when hiring a freelancer. So I would say, if it's not of a technical nature and if the file is clear, I will charge 3 dollars fro a minute.
