I have over 10 years of experience creating SQL databases, queries, stored procs and import processes. I'm certain I could quickly handle any SQL development requests. I would suggest the proposal is asking for more than just a SQL database, and could potentially require more than 20-30 hours depending on the complexity of some aspects of the request. Any data entry / manual entry, outside of normal SQL tools, would require design of a front end / user interface of some sort (perhaps in .Net). Also, SQL has native import capabilities, although SSIS packages could be designed for specific data feeds - again, these can become complex. Finally, SQL has inherent query capabilities, although specific queries could be written.
