Analyze some Data

I have a database which currently has 500 assets in it. This list will continue to grow exponentially over the coming weeks. I require a data matchmaking service to be created that will help me find the closest possible match. I need someone with good database skills and data science or match making services. I will need the database of assets to be listed in an SQL server dataset and the program front to be a windows form developed in C#. Essentially the program will find closest matches. Some variables will not be exact matches so I need a formula or algorithm made to expand out from the variable in a plus or minus range by points of 1 or 0.1 etc until it finds the closest match. It then needs to work out the % range in which it matches and then where not all matches are 100%, add them together to find an average and return the closest match. The program will let me enter in a number of variables and using these variables it will find the closest match possible using those variables. The result will be pulling out pieces of data from the closest match and will provide a rating by either percentage or stars (*) on how closely a match it is to each variable with each degree of closet match. The total average percentage across all variables will be the one that is found. Screenshot will explain more. Therefore if something matches all variables exactly the result can be provided based on the latest ID Number (data set will help this make sense). This is in the event there are multiple perfect matches. Where a perfect match is not found the closest match to 100% can be provided and the same principle applies. For example if 10 items are found to have the highest match percentage possible of 97%, the asset with the latest ID Number is the one to be provided. Screenshots and the sample 500 sample assets can be provided. Due to the high confidentiality of the project an NDA will need to be signed prior to the screenshots and the data being sent. I will choose the top 3 contenders to further explore the data and screenshots to update their proposals. The turnaround time for this project is strictly 5 days. If done sooner a bonus will be paid based on speed and overall accuracy of the project. The SQL server and the code will need to allow for additional assets to be added in the future as the database grows. Also this is currently how I see it working – if you have done something before or have expert opinions I am open to changing it in order to find the best possible match.
