Custom, Digital Map Project

I want to create a digital platform, where different community maps can be uploaded (or created). Within those maps, I'd like to do a few things... I'd like authorized users to divide them into various sections within the maps, and have a way to track activity within them (coverage of streets, neighborhoods, etc). Then, I'd like to have the ability to have customized digital overlays or filters, with maybe 7-10 different options to see data over the maps at single or multiple overlays at once. Finally, I’d like to offer other communities the ability to utilize our technology/platform/resources for their own communities (by following a specific process). Ideally, web hosting and mail management would be included as well.
