Perfectly-made customization of template (Joomla 1.5)

Hello Dear Freelancer! I starting new project in IT-area. It's really interesting in. I looking for person which will be support me in website creation and updating. I want to find unusually person which is able not only to make simple work but also to think about how to make website better for customers and developing for it. I'm interesting in long-term cooperation, but I think is not simply to find such person. If you have also talent in web-design - its FANTASTIC. Project will be starting in 2 weeks, so I don't have enough time and now I think only about customize template. I bought template already and I'm preparing text of the project. So I need someone who is able to customize project perfectly. I suppose there are a lot of work for it needed - and I think good pay is 200-300$. But unfortunally my budget is about 30$ for this now. As project is not started yet. So you are free to make any price in area of 30-250$ and I promise you to read your offer very very deep.
