TimeSheet management and Invoicing is one of the more common Business Process automation uses of Excel and as such I see there might exist an opportunity to stick with Excel but with additional automation to meet your needs. Needless to add, with Excel comes advantage of flexibility (ease of making changes), maintainability (no need for SW developer assistance for minor changes) and portability (no installation requirements for example).
