Build a software

Software is very simple. It's very unfrotunate the windows 10 does not have such feature. Basically I want it to continously try to reconnect to a wifi network in case it disconnect. So it should have the following features: 1. Save a profile of a network connection:Name, Password, Type etc. 2. Each 10 seconds ping www.google.com. 3. If the ping fails 3 times in a row, disconnect wifi adapter, reconnect and reconnect to the wifi profile. If it fails repeat continously the same steps until it reconnects. 3. After reconnect repeat step 2. The app should be int tray icon and instructions how to setup so it should start at the startup automatically to run.
