Dear sir, I have experience in working with the OTA ( over-the-air update). I have worked on the STM32 in IAP( in-application programming). We can implement this as described. For the development of a WIN32 app, we can go with QT or C#. We can use Keil, IAR Embedded Workbench, and Eclipse for the development of the Bootloader Using Ethernet interface.
