Hello, From your description I gather that what you need is not exactly a python developer, but a Splunk engineer that knows how to create an input with python to access data from a rest API. I work exclusively with Splunk and have done so for over two years now. I am a certified Splunk Architect and a Professional Services provider for Splunk, and this is something that I do very often to manage to index data from sources accessible through REST. If you accept my bid, I'll create for you a Splunk app that includes the code for calling the API and passing the data into Splunk. You'll just have to install the app in your environment and configure the Input to get it to work (I'll detail how you can do this also).
