User access management to be built for a Django open source project

It is a very small project, where the base is an open source project which needs to be extended to include user access management. Three sections to be created User tab: User listing, user creation, user authentication through email verification and enabling or disabling a user. Access tab: users to be assigned different roles and permissions on various sections. Reports section: consolidated listing of user transactions to be shown with search n filter functionality.
