I have a .py file and I need someone to make an .exe file that will perform the same actions and will be able to run on a Windows PC, without the need of Python or anything else. Here you can see the modules that are needed by the .py file:

For someone who has Python and all of the above modules installed and working on a Windows PC, converting the .py to an .exe file, is really a matter of just a few minutes. I want to be perfectly clear that what I need, is just ONE .exe file that will be able to run on a Windows PC, without the need of installing anything else.
Please bid if you know you can do it or ask for the .py file if you want to try before bidding.

I have never done this before but I am willing to give it a shot for a low price. I will only charge if I can pull it off. I have a lot of experience with python but I have never done this specific thing.

I have some experience using python and generating standalone executables, did it in my job for automating process in linux, windows and OS X. For your request, i'll use py2exe to generate the standalone with all it's dependencies bundled together.
py2exe can generated some extra files and after i can use a self extract archive to generate the final exe that 'll extract all files needed to a temp dir and then run it. Sometimes it not necessary but if you can send your script so i can verify.
