Fix Moodle File Upload Error

When uploading larger files to Moodle, it gives an error 'Failed to connect to the server'. The logs show the error: AH00524: Handler for application/x-httpd-ea-php73 returned invalid result code 70008, referer: All file upload settings and timeouts for PHP and MySQL are significantly higher than the file being uploaded. The error does not always show. Sometimes I try upload a 300 MB file 3 times and the 4th time it works. Any ideas??
