CSS work for existing WordPress website

Hey there Freelancers! I've got a WordPress website that operates on the Vantage theme from AppThemes, and it's a business review website, kinda like TripAdvisors. It uses one of the plugins which is made specifically for that theme which shows thumbnails of featured listings in a section at the top of the home page, and it's been designed to show 4 tiles per row, which allows rooms for the default sidebar on the right-hand side. What I'd like to do is create another widget area that's above the main content and above the sidebar so that there's room for 5 tiles per row (because the sidebar is below it and not beside it). For clarification, I've attached before and after illustrations to demonstrate the layout I'm looking for. One caveat is that the work will also need to display properly on mobile devices, as it does now. I imagine all the work can be done in CSS, so most if not all of it could probably be done using your browsers code inspector window, but if needed, I can also provide a copy of the theme and the plugin to the programmer who gets this project for testing purposes.
