create a pc programe to display websites

i need a pc program to do the same as this page [login to view URL] i want the program to run my php scripts surf session within a pc program instead of through my websites php files through a web browser. I want the program to be able to change the HTTP Referer for the accounts that are upgraded, member to be able to set custom referrers. google chrome have a adon for this called Referer Control from [login to view URL] if you need some insight into this websites are already using it like [login to view URL] signup there and download there software and look how they have done it. basicly i just want the program to run my [login to view URL] file in a windows program and function the same way just with the added option to change the http referrer. simple enough for a pc programmer, if you need to see the php script to see how it works my php script to show the members surf session have been added to the listing, i want the pc program to do the exact same functions as what these files are commanding
