Create Pay Per View, Shop, and forum Plugin for PHP Vibe

I want to have a plugin created for a website that is running php vibe for video. www.phpvibe.com. They claim that the process for creating a plugin for php vibe is comparable to wordpress. The goal is to integrate pay per view video. I want to create a separate user role that is allowed to upload videos and set pay per view pricing options. This video goes through an admin review period, and is then put into that users specific channel page and promoted to the main pages via php vibe if the admin chooses. The seller can choose a time between 1-5 minutes to let the video play before the user is prompted to purchase. The site must capture and hold the users credit card info securely. The goal is to create an app store like in app purchase mentality. It must work with stripe. The seller can set separate prices for a one time stream, and a download. Some sort of realistic DRM solution for PPV content. The seller would also have the option of setting a monthly streaming price for their whole channel. Each channel having it's own subscription. A shopping cart plugin for basic things like selling t-shirts. A forum plug in, something like phpbb or custom solution would work. So to review, a streaming PPV/Monthly subscription plugin + forum + shopping cart. Thank you
