Create a Mobile Website

Acting as a first level screener for a non-profit I'm consulting with, I'm seeking somebody who can take over an existing mobile application already developed in Phonegap as a hybrid and in a beta use stage. The application was developed off shore and development and support is adequate; the key issue is that the users of the app are homeless adolescents in the US and use the app 365/24/7; support on issues has been fine, but the lag time is too much. The app MUST be usable on demand for teens to find nightly housing, health services, food, etc. The app is a relatively simple listing of resources in a PHP/SQL database in various categories and contact information for the teen to get or use the resource. The immediate job is to take over maintenance and support; perform some re-design for better performance; and once stable, create an equivalent Spanish presentation. Longer term: to partner with a specific CMS platform and backend team to integrate the app for multi-location, multi-brand deployment with different datasets for multiple agencies in a variety of cities.
