Counter-Strike Global Offensive Spinner

I wanna have a Counter-Strike Global Offensive case spinner on my website. I just can't make it myself. So now I am willing to give money for get it made. If the coder is good I maybe have another job aswell that I am willing to pay a lot for. It is like a lottery spinner, just that it is horizontal and doesn't spin upside down, but also spins horizontal and then with pictures with a little space between them. After it stops on a picture it has to come up with a modal or overlay, that says something kinda "You have won ITEM!"
