Code a script/system for an "authentic site seal" to be shown on a network of authenticated websites

We need a script/system for an "authenticated site seal" to be put on our own network of websites. The aim of the seal is to authenticate that this website is a legitimate member site of the network. We want the seal to work similar to: [login to view URL] You can see in bottom right corner is the "Comodo Secure" logo. When you hover it shows site info and when you click it opens new window with further authentication info. Also the Norton Secured Seal which works in a similar way When the html snippet is put on any of our network sites, the code will callback to our main server to ensure the site is authentic and then display a seal saying "This site is authentic and operated by XXX" or for some sites it will say "This is an 3rd party site authorised by XXX". Also when hover it will show some data pulled from our main server and when clicked a popup window will open showing full profile. We also want the seal to show time/date. Also need 1 page where any user can type website URL and will show if that site is part of our network and its info. We will provide artwork. We can provide any further info and answer questions on message board or chat. We will choose the provider who shows best understanding of the project and gives best plan on how they will complete the work.
