wordpress site from PSD

I am looking for someon who can take? a template from DreamTemplate (jpeg of template attached) and turn it into a wordpress site. I can suply the 5 original HTML pages (includeing the CSS and images). The following is also required.... !)? Add a shadow to vertical edges of webpage to make the page look more defined. 2)? Allow editing of the webpage text in the blue box in the header (ie. where it says "Greetings", ie. add a DIV section). Also add a small HOUSE ICON in top-right corner and make this panel clickable linked back to Home Page with Tool Tip that reads "HOME PAGE". 3)? Change the menu bar to "SEMINARS", "PRODUCTS", "SERVICES" and "CONTACT". 4)? Panels in footer are to be made clickable and navigate to relevant page. The panels are to be: "About Us", "Articles" and "Blog".? 5) Add a functional blog section. 6)? Contact page to include working contact form with CAPTCHA human test and thank you page on successful submission. Note: some basic checks required to ensure message is valid (eg. must insert a name). Also note this page is already supplied, just needs code to make it work. 7)? We will supply a new logo in PSD to replace the one shown in top-left corner of JPEG - this is to be clickable back to the home page. 8)? Website font style for editable text is "Trebuchet MS, Lucida Sans Unicode, Lucida Grand, Lucida Sans, Arial, sans-serif" 9)? Centre panel on index page (where it says "Welcome to Our Website" - see JPEG) must expand with text - currently it is static. Note all other pages are fine. Please feel free to ask questions. This is a simple 5 page website with a blog and a contact form . Future upgrades and expansions will also be required and preference will be given to the winner of this job.
