DVD Chapter and Title Information (C#)

I require a simple library written in C# which does the following: Accepts a string/character representing a DVD drive to read and the library must read the number of titles off the DVD as well as the number of chapters for each of these DVDs. Title names and Chapter names are not required, I just need numbers... The code should ultimately return a TitleCollection object, which contains a bunch of Title objects... I need to be able to get each title object (through foreach, so it needs to implement the IEnumerable interface). Each title object should have these values: 1) The title number 2) The total length of the title Each Title object should return a ChapterCollection object, which returns each Chapter object through the same means (foreach). Each Chapter object should contain a few values I can read: 1) The chapter number 2) The start time for the chapter in the title 3) The end time for the chapter in the title 4) The duraction of the chapter in the title. All time based positions and durations will be returned as a number of seconds only (only 1 integer) and must be accurate within the second. I think this can be done by reading the IFO file very easily... the only stipulation is that you may not have dependencies on DirectX to complete this... any other dependancies please run by me. And do not worry about DVD locking/authentication, my program already unlocks DVD drives so you can safely assume we will have full access to the IFO data. I need this code quickly, but I think it will be easy to complete.
