Website needed with ID card designer

Need a website for producing ID cards for schools,companies etc like this site: [login to view URL] Must be stand alone way to create custom ID cards and ID card templates for password protected customer accounts and a back-end for administration (e.g. pricing & quantity price discounts, stock design templates) and customer account maintenance (e.g. deleting accounts, cards, card designs etc...). Also needs to be able to show accessory products to add to order for id cards created (e.g. badge clips, badge holders, lanyards, badge reels). Needs to be PayPal compatible. Ability to set quantity discounts for id card pricing globally 2. Be able to set a flat rate id card price or quantity discounts for any account to override global quantity pricing. 3. Ability to add a shipping tracking number in admin that will show in customer account and be automatically e-mailed to customer) 4. Ability for customer to download a photo from their account to their computer. 5. running counter in customer account and admin for customer and admin to see how many id cards they have printed over time 6.Pre-approved Purchase order option for payment in addition to paypal option and intuit merchant account. 7. Function to create a monthly invoice for customers using purchase orders. Should be automatically generated and e-mailed to a purchasing e-mail address provided by customer and a copy sent to admin. 8. Be able to edit, design, and lock (make it where customer cannot change template they will use), the id card template for any account from admin. 9. Be able to print all cards that need to be printed from admin as well as print a report showing shipping info for all the cards printed. 10. Graphics should be converted to a YMCK format for best print quality. 11. Have a free option for customer to print card on their desktop printer. PM with any question's.
