Build a website which requires safety call-ins (from mobile via text message, landline via dial tone data entery, or web check-in) for a user set-up account, and if the call-in is not received within the user specified time, a text or email alert is sent to the user defined address/number. Each account could handle multiple users each with unique ID with their own call-in parameters. This would include a secure payment facility online also. Its at the concept level now and the exact details of how check-ins are processed etc is to be resolved, so obvioously the scope of work needs refining.
