Designer/Coder needed for website design and the setup of advertising solutions for website

Our community website design is abit old now so we require a new brighter design and a new logo. The design will need to be implemented onto our current website code in order to replace the design that is already there. We also want advertising solutions setup on our website e.g. pay per click banners etc. We currently do not have any form of advertising which we earn money from on our website. Work will be done on your server and regular communication via windows live mssnger will be required. Bare in mind this is just the start of a bigger project, after design is done and we are happy we will require some heavy coding of advanced features on our website and our budget will rise to a much bigger amount than this one. You will need to be able to speak fluent english. We will pay through paypal only as usual, after project is completed and shown up to our satisfaction.
