Creation of bidding website (similar concept to freelancer)

Would like someone to create a good modern clean looking bidding website. The website will allow a poster to post a job requirement. Bidders can then bid in gbp and/or vouchers with a quote to do that job. Please email to me your previous work on this. The site must: - only allow registered posters to post a requirement - only allow for registered bidders to see requirements that need bidding - not allow for general public to see the jobs posted - bidders should be able to search / sort the various fields typed up by posters - have a functioning admin and content area - if a bidder is selected, allow (but not require) for posters to pay the website via PayPal (I as admin will send the money to bidder) Thanks
