create new Forum website based on another

We are wanting to establish our own forum website similar to [login to view URL] in every way. It will need to include all functionality and design based on the similar forum software they are using. It is to include all banner advertising etc that they have currently.. Powered by vBulletin® Version 4.1.4 Powered by vBadvanced CMPS v4.1.0 (information on both of the above programs can be found from links at the bottom of [login to view URL] website). It is not necessary to have any postings in the forum once it is established, as we will be using the forum for a completely different industry.
