Add my CSS Sliced Design to a PHP Website

I need a finished website design that has already been Sliced to CSS placed on a PHP driven site. The website should have new design on all pages when you are finished. All functions of the website...search etc. should still be working when you get finished also. I don't need you to just place the design on the home page...I could do that. I want all pages linked together etc...again..it should be a complete website when you are done functioning just like it does now with just a new design. Budget LOW for this
