Project for Hautu

This project is for Hautu, We would like a small amendment to this previous project. Would it be possible to make it switchable (on or off) via the admin panel? We would like the option to allow first time customers to enter different delivery addresses globally whilst still having the option to revert back to only allowing first time customers to ship to their billing address.
