Custom Joomla Extension for CSV to MySQL import

We currently are using the Ignite gallery extension to handle the galleries on our Joomla 1.5 based website. We upload multiple jpg files to many different galleries. The images need to include descriptions and tags but right now it requires us to enter them manually, one by one. We have a CSV file for each gallery that contains a "Photo No." field with the first four numbers of each jpg image name, a "Description" field and a "Tags" field. What we would like developed is an extension for Joomla that can import these descriptions and tags into the proper fields for its corresponding JPG image in the MySQL database. How we would like it to function: Within Joomla we would like to just have to click on a link that would take us to a page where we can choose from a drop down menu the gallery we want to import into. Once we have selected the gallery we then select a CSV file from our hard drive for import. Once we click "submit" the extension would then match the four numbers in the "Photo No." field in the CSV file to the first four number in the "File Name" field in the previously selected gallery in the jos_igallery_img table. It will then populate the "description" and "tags" fields to the corresponding image records in MySQL. Here is an example of a typical image name: [login to view URL] (the four numbers that would be matched to the CSV file are 0016). I think that explains everything fully.
