fix some sending bugs in php email application

I have an custom made email application that needs some bugs fixed with the sending functionality. This application lets different users send email campaigns to their contacts. Each campaigns has various emails inside and the emails in the campaigns can be sent one at a time daily, weekly, monthly, ect. Right now the email campaigns are not being sent for some users but for other users they are sent. It appears as if new user accounts are the ones not sending correctly. So I need to fix this so all user accounts can send their campaigns on the dates they select and by the frequency they select. The second bug is that no matter what sending frequency the user selects, the system is sending the first email on the next scheduled date instead of the selected start date. In other words if I start a campaign on march 1 and choose a frequency of monthly, the first email is being sent on april 1 instead of march 1. This bug also happens on all the other send frequencies (weekly, quarterly, etc.) I need a good and reliable coder because I have many new projects after this one. This has to be completed in 2 days, no exceptions. I am attaching the three files that setup the campaigns and send the emails.
