Exim Binding 0ps

i have 24 different c block ips. my mta is exim. my wishes : - bind them to one mail account and send mails with different outbound ip. - automaticly stop sending mail according the hotmail response and try again after 20 min. - manage mail queue (detect which ip is making queue so stop it,delete queue ...) - exim log parsing
