Special Excel File - State, County, City spread sheet needed

I have a file I need created. I will provide an example file. The file needs to have data put into it in the format provided. notice that the first column is the id and the second column associates the location to the parent location. I was able to do state/county but I dont have the data or ability to do all the state/county/city version Column 2 for citys must associate to the county Thanks happy bidding
