Build Twilio app

We need a developer experienced with the Twilio platform to build an application for us. The app needs to have the following functions: • The client company has 20 locations sharing the same 800 number. When this number is called by a potential customer, we need the system to route it to whichever one of the 20 locations is geographically closest to it. • If possible, we would also like to assign new local numbers to each of these 20 locations that would be routed through the Twilio application as well so we can use the app to track not just 800 response but also local number response as well. • We'd like to also be able to record incoming phone calls for training purposes.
