Modify an existing web based line graph drawing tool

We are in the process of creating an elaborate laboratory management software for our own laboratory and while we do have software developers I would like to outsource some elements to save time. To this end I would need a developer proficient in HTML JavaScript PHP MySQL To create this software module for us. The project starts with extracting raw data from a laboratory analysis file, displaying the results on a line graph, making some regions of the line graph selectable and a way to display and manage all of the samples in the analysis file. The Element would first have to be developed and tested on your server and after completion it would be integrated into our software portal. MANY of these elements are already available and can be modified and integrated. I have created and attached detailed instructions of what I would need. The graphical elements are available.
