Convert image to website, design involves CSS/ AJAX

Hi, I have attached 2 psd files, please take a look at them so you can better understand what this project involves: 1) The design should be converted to a tableless css/html design. 2) The tab menu at the bottom should always be positioned center bottom of the visitors window. Unless the content extends below that. 3) Navigation can happened either with the arrows at the side of the page or by clicking the tab buttons. Both should change color on mouse over. 4) There should be a total of 5 tabs. The first 4 tabs should have the same layout as index.psd. The image and the text will change in each tab. (I still have to buy images to put in there and still need to write the next, so for now you can use dummy information.) 5) The 5th tab is the contact form. It should contain an ajax form validation that will pop up an error message like in the picture if a field is left blank. 6) The scrolling from one page to another should be animated. Like for example the one on this site: [login to view URL] 7) Should be compatible in all browsers, and if it is not dude to javascript then it should downgrade well so as to not cause errors. 8) Should validate it in **valid**[login to view URL]
