Anonymous Referrer Site

I require a web designer to build me a simple website that allows the user to put a URL into a box and then click submit, once the user clicks submit the link is stripped of the old URL and a new referrer is put in place. This new referrer will be given to the person that is awarded the project. I also want to be able to do the entire site as well by serving the user javascript code that they can place on their site. In other words I require someone to make a basic copy (not the layout just the functionality - the finished product will be incorporated into my site) of the following: [login to view URL] I do not want a clone, I just want something to compete with this.
