Vtiger Lead Management System

We are seeking to integrate a Lead management system into VTIGER CRM you must know VTIGER CRM or SUGAR CRM code to do this The Lead Management system i am looking for a capability to do lead distribution in a workflow or busineess rule manner so when a lead comes in the user should be able to predifine who gets the lead based on the total leads already given to the the total leads per day per hour and if they have not worked the leads then it sholuld be abble to re-distribute it automatically based on the business rules defined either by the user or the manger or the admin Also mulitple Lead companies should be able to use this system and use this platform as a Lead Distribution Platform If you already know of a Open Source product that is Web based will be a major plus I dont plan to create the Lead Management System form Ground Scratch .
