Wordpress Theme - open to bidding

I need a search engine friendly responsive mobile friendly wordpress website. I have the PSD files for the template and blog. It is a Portfolio website that will have a testimonial form/page along with the option to order a plan/service from a responsive pricing table. The site will have a fixed header. As you can see with the 2nd image that is the Services page. It will display the categories of the services provided. When you hover over the image it will display a $ button and an information button. When you click the $ button it takes you to the packages of the category page which you can see on the 4th image. When you click the information button it takes you to the gallery which you can see on the 3rd image. I currently use a service called vCita. I use vCita for my contact forms and for my service plans. So my contact form and service plans page would need to be compatible. When the user clicks the link to go to the vcita page I would like it to have the header. To explain this you can see this: [login to view URL] the bar of the meks would be my header while the page would display the vcita. A general, not full set up example, is this: [login to view URL] The user will select the plan and be redirected to the vcita page where the header will also be displayed. I have attached the images of the project. As you can see there are images under the header for the main pages. I will need to be able to change those images over time for the header images and the contact form image. The 3rd image will be adjusted for the gallery view. I have listed the link below on how I want the gallery to interact and the multiple gallery display options. This design is inspired by a few other plugins.
