Bluetooth Software Program for PC

We require a program that will be able to run on a PC that has Bluetooth capability via a USB dongle (or one that has Bluetooth built-in). Firstly, the program should have the capability to scan for different Bluetooth mobile devices (cellular or otherwise) at regular intervals specified by the operator. Perhaps intervals of 2 minutes and onwards would be suitable. The user should be able to change the time interval to suit their needs. This process should be able to be started and stopped using the menu. The 2nd feature is for the program to be able to send 2 types of message. The first is an “SMS like?? message that a user can read, the other an image file. Obviously the receiver would need to accept the image for it to successfully transmit. If the first part finds any Bluetooth devices then it shall send the specified message(s) to those devices (like an email CC). The 3rd feature is for the software to keep a log of all processes the device has undertaken, i.e. how many successful messages were sent that day. We would like to have a number of pre-defined messages and images as well as the ability to add messages/images to this list. We would also like the program to have some sort of piracy protection. Basically each installation of the software would require a different license key which users would have to contact us in order to obtain this. We require the software program to send messages to ALL Bluetooth devices it finds. This is VERY important. We are looking to build a long-lasting relationship with the coder(s) as future development work may transpire. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Windows XP
