Dynamic elements added to website

I have a website that needs an area added to it where my client can: - upload an image that will be dynamically resized to 165 pixels wide by whatever dimension is proportionate tall without distortion - be able to type in text within a text editor (fck already installed on server) and have that feed in - be able to type a url into a field and have a text link and the above said image hyperlink to that address.
