Id love the opportunity to deliver this for you. I noticed you have it scoped at 40hr/week however, unless Im missing something, this really should only take a day or two for the broad strokes and then a couple of days for iterative test and change to nail down exactly what you need. Personally Id prefer to do this on Microsoft SQL Server but any relational database platform is fine.
