Write an application for a freight exchange

I would ideally like to have a 30 day time line for a beta app running on Android 4.4 onwards phones and one which will run on iOS 7.2 onwards. A fine tuning to iron out kinks after the beta period within 15 days to go live. The problem I wish to address with the App: Match truck loads with truck owners and vice versa on a "blind" platform What I need: 1) Registered and approved users who can log in via an Android / iPhone device (we shall later look at a web site) 2) Allow posting of cargo between a set choice of locations with freight offered. In multiples of truck loads 3) Allow posting of truck availability between a set choice of locations with a wild card for destination OR origin of the truck with freight charges and default as blank for wild card entries. In multiples of trucks. 4) Choice of trucks and capacity - with a default 5) Choice of cargo type - with a default 6) Validity of posts for 7 days. Future cargo/truck dates of upto 28 days. 7) A counter to show how many bids/offers have been submitted. 8) Generate e-mail or SMS via a local telco provider for a match if cargo and truck owner accept a posting. 9) A check-out process wherein contact details of parties are e mailed by entering a pre-paid voucher code (which we shall be selling) 10) A "premium" access which provides on line tools to truck owners to calculate break even and profitability: Distance, Customs Points, Road Tolls, Diesel Costs, default consumption for loaded and empty, back haul rate, time of travel, daily per diem expenses. 11) Phase 2 and 3 to be launched when we will have a few actual users and we are ready for a region wide roll-out about 6 months after we have gained first 100 users
