We are making a video chatting app. The users upload video profiles. Just like a dating app like tinder, the users can swipe through the video profiles, request a call and if the receiver accepts, then they get on the video chat. Video profiles are 8 seconds (500 kb in total). we need a high video profile quality and shorten the video profile to maximum (4 seconds/ 400 kbs) The video profiles will be shown if and only if the users are online. meaning that if a user offline, the video profile won't show. When the one video profile is showing, we need to load at least 3 video profiles in advance so there is no latency.
